I have had this issue as well and have been following this thread and trying the suggested solutions. For me, if you repair or download the game it is supposed to install all the microsoft visual c++ redist that it needs. I have downloaded the all in one but the separated in additional run time and other files that made them look weird, so me downloading off the web made it more confusing especially with all the different versions. So, I deleted all of them except 2015-2019 and repaired the game and the rest were found in my programs. I have tried repaire these redists but it doesn't change anything. So, I don't think it is a vc++ issue at least in my case. My legacy game works and so does Sims 3. I had an error about a video card in legacy but that was an easy fix. It is really odd.
I had previous error pop ups with missing dll msconfig.dll or something to the effect in Nov but that was replaced with this exact error code for this thread when I repaired and redownloaded weeks ago. I am scared that it is something happening to a lot of Windows 10 and the Sims team can't do anything. EA hasn't helped me much so I am hoping to find a solution here soon so I can take advantage of the sale.
Do you happen to use Windows Defender for security? For anyone who does try this
Sims 4
unable to start:
initialization error at start up.
[135dec40:29f00e76:00000084:18a1dd51]
I reinstalled and updated windows 10 to version 1709, Installed origin then installed sims 4, error popped up every time. Sometimes it would say Sims 4 already running. turned out to be windows defender. I didn't have a antivirus installed and was just using Windows Defender.
This is what i did.
Open Windows Defender
Click Virus & Threat protection
Click Virus & Threat protection settings
Scroll down to controlled folder access
"Turn off"
if you don't want to turn it off then:
Click Allow an app through controlled folder access
Click Add an allowed app
Browse to your origin games\The sims 4\game\bin folder
select TS4.exe click open
if your running 64 bit
select TS4_x64.exe click open
I'm on 64 bit windows and I added both.
Startup origin and try running the game again.
Worked for me, hope it helps.

I get that same error code before adding the app to the controlled folder access but once I do what you did there is a old error. It is the [135dec30:3fbbec:00000064:00000000]. So, I never got that error message before the old error until I removed the TS4 app files from controlled folder access and just wanted to see what it blocked and what would happen. I tried this solution early on and it didn't fix it.

I really don't know what's up with the 135dec30:3fbbec one.
