Kaylac2002 Please check your antivirus settings, since, as noted above, this error is most commonly related to an overly active AV.
Your dxdiag shows you have enough installed memory, and a large enough page file (and space for it to expand), that it's unlikely Sims 4 is actually running out of memory.
