extremely slow frame rates since last update

ever since the last update the frame rates are so unbelievably slow that my game is unplayable (ive never had this problem previously). ive tried messing with my in game settings, removing cc (i dont use script mods), repairing my game and clearing cache but nothing ive tried has worked. is there something i can do i fix this?
