Flashing Blue Icon with Loading Circle? Can't Play My Sims

Okay so recently I bought the sims 4 cats and dogs expansion and ever since or maybe even since the update (as I haven't attempted to play until today), my game refuses to work. Edit world mode works...

Did you get an error 102?
Could you try a new save? It could be this one is corrupted.

I tried that and it didn't work every house hold even NPC ones are like it.
