There used to be a bug with the aspiration if you have the connections reward.
Could you test a Sim without the reward if they have the same issue ?
Does it count for any other careers if you have the trait ? I think it got fixed but maybe they re-introduced it for freelancer.

The sims with the reward in other careers get the requirement completion immediately. Further tests can be made once I'm off work.
There is no "your sim got a promotion!" alert on the pinboard, just a note in the text that their rates went up at the end of the notice about how much the client liked the work.- The same situation is with aspiration - "Writer". Written books do not count in aspiration - "Write 5 good books"
It looks like when these careers were created has been forgotten to combine them with existing aspirations.
