Game clock and general lag

@LAT1207 You can't play the Legacy Edition and use Discover University, as you know. If you switch to the LE, you also won't be able to use your existing saves, at least not any that you've played since the November patch that introduced the LE. So unless you want to start over, it's best to see what you can do with the standard version.
In your screenshot, you're looking for the cache files in the wrong place. Those are the program files, and you should never delete anything inside them unless you know what you're doing, and why. In the left panel of your screenshot, you'll see Documents. Click on that, then open Electronic Arts, then Sims 4, and you'll see the user data you were looking for.
Clearing the cache files isn't likely to help much though. You can still try it, if you want. But this sounds more like a system issue. So please run a dxdiag and attach it to a post.

@LAT1207 Honestly, I'm surprised you can play at all on this computer. Its hardware is below the minimum requirements in a couple of ways, namely that the graphics chip is far too weak and 2 GB memory is not nearly enough for the game. Many people on your hardware wouldn't be able to run the game for more than a minute or two, or perhaps even open it.
More urgently, your internal hard drive is almost completely out of storage. 3 GB free isn't nearly enough room for Windows to maneuver even under normal circumstances. This alone could account for the lag you're describing, although the hardware is never going to handle the game particularly well. On a related note, it looks like you've never updated your build of Windows 10. A feature update would be impossible to run with such little storage, although there are other reasons it might not have happened. Your laptop's drivers are equally out of date, including the one for your graphics chip.
If you want to try to address the various issues with this computer, then I can try to help. But in all honesty, I don't know how much better the game would run even if you did push all the necessary updates. And trying to update also carries its own risks, especially skipping so many Windows builds.
At the very least, please clear as much storage as you possibly can from your internal hard drive. While 20 GB free is usually a good goal, that's probably not possible here. Still, you'll need to clear up at least some space in order for Windows to function normally at all.
@puzzlezaddict Thanks for your help. It’s a really old laptop and I only use it for sims so I’ll see what I can free up but I won’t expect much. It’s a really small storage laptop which is why the game is stored on a memory stick but thanks anyways.
