Please update your motherboard's BIOS if there's a newer one available. I can't tell what board you have from the info in your dxdiag, but the model should be printed on the board itself and also in whatever documentation you received from Cyberpower. Google "[model name] support" and look for a link to the manufacturer's driver download page. Your current BIOS version is F2b.
If that doesn't help, boot into BIOS and disable CPU Turbo Boost, which should be somewhere under Advanced settings. Some manufacturers call it something slightly different, but it should have the word "Turbo" in the name and is typically not the standard Intel Turbo setting. If you're not sure what you're looking at, feel free to list the settings or post a screenshot or photo.
