Your computer is a bit low in specs. Also try updating your graphics drivers.
If you have no issues without mods/cc it could be either a outdated mod which should be removed or it's the amount of cc/mods you have that puts it over the top with the low specs you have.
The toddler update was a huge update so while it might have worked before, it could put it over the edge now.
Did you have the same cc on your other computer ?

Sorry for the confusion, I was meaning to say a different computer in the sims game. I've only ever played sims on my laptop.
Is there a way to single out what cc it is in particular?
