Game crashing in build mode and when I try to load households

Been having an issue where the game crashes when I'm trying to either build on any lots or load any households including my main household. Aside from CAS the game is unplayable, I do play with mods ...

Same. I'm in worldview and trying to put a house on a vacant lot, and it just stays on the "building" screen. It doesn't freeze, per say, or crash. It just never seems to move past the ever-continuing circle of pending.
