Game Data Incomplete - Downloaded DLC appearing as "Not Owned"

Since the last big updated (and the patch that followed), I have not been able to play any of my save files. At first. the said I needed For Rent, which was already downloaded and none of the neighborhoods were appearing from any of the DLC I purchased. After the patch, it said I need Get to Work, which was already downloaded and none of the neighborhoods were appearing. Please help!

I've taken the following steps (multiple times) already:

1. Clearing the cache and repairing
2. Uninstalling and re-installing Sims 4
3. Uninstalling and re-installing the entire EA app and all purchased games and DLC
4. Uninstalling and re-installing Sims 4 and related DLC to an external hard drive (thought maybe it was a wonky response to a disk space issue)
5. Removing all CC completely
