violetstyles11 Do you mean the laptop is charging, as in plugged in; or that it's fully charged but not plugged in? The latter could still cause the laptop to try to preserve battery.
If that's not the issue, open Windows Settings > System > Display > Graphics settings, and if you see Sims 4 on the list, select the high-performance option. Do this for both TS4_x64 and TS4_DX9_x64. If Sims 4 is not on the list, that means you haven't set custom options for it, which should mean it's using the Nvidia graphics card, so you can skip this step for now.
The other place to look is in the Nvidia Control Panel. Right-click the desktop, select the CP, choose Manage 3D Settings > Program settings, find ts4_x64 on the list, and make sure the high-performance graphics option is selected (near the top). Do the same for ts4_dx9_x64.
To switch to DirectX 11 mode, open the game, select Options > Graphics Options, and uncheck the DirectX 9 box in the lower-right area. If you don't see it there, you might have forced DX9 mode in the EA App or Steam. In the EA App, click Sims 4 > Manage > View properties, and if you see -dx9 in the box, delete that and save. In Steam, the setting is under Sims 4 > Properties > General > Launch Options.
