njmille Sorry for the late-ish reply. I wanted to get a second opinion on your issue in case I was missing anything obvious and/or critical. The answer was probably not, but more testing may be useful.
Do you own any other reasonably-demanding games? Even Sims 3 would be fine (but not 1 or 2), or some other game with a minimum requirement in the GTX 950/1050 range. If you do, please play that for a while and log with hwinfo, then upload the log here.
If you don't own another such game, or you do and it runs fine, or you want to provide extra information, please download the free demo of 3DMark from Steam. Run Time Spy a few times in a row, with hwinfo logging again, but nothing else running in the background. Please upload the log, and also link the results of the first 3DMark test. You don't need an account to view the results or send along the link.
