Game not laoding

Issue started today after today's update

Does the game start when you press Play?

Yes  |  

If yes, can you get to the Main Menu and load a new save?  

No

While loading Windows Defender pop up saying "Part of this app has been blocked. Some features of The Sims 4 may not work because we can't confirm who published cython_utils_x64.pyd that the app tried to load."

Clean folder/factory reset

Now try again to play.  Does the game open, can you get to the Main Menu, and can you start a new save?  

No

If OneDrive is running on your computer, whether you use it or not, please pause syncing – Done

Allow the process and/or set exceptions for the game and the App .  Using this guide:

I set exceptions using the guide. And although the error on loading said part of the app was blocked Windows Defender does not show any blocked apps. 

After all these steps the game sits on the loading screen with the plumbob indefinitely.

    Ter590​  Are you still getting the Windows Security error?  If so, that's the issue, or at least the immediate one, and you need to find a way to unblock it.  If you don't see anything under Defender's regular settings, and nothing under Controlled Folder Access, do you have Smart App Control running?

    And just to confirm, you did in fact remove or rename the Sims 4 folder in Documents > Electronic Arts?  Your post mentions the clean folder/factory reset, but I want to make sure you did it AND that it worked, as in, the folder didn't copy instead of moving, and there's no content inside the new folder that's from your previous one.

    The error message has shown some times when I am trying to load, but not every time.

    Yes I did cut and paste the folder, not copy and paste, the folder exists in the correct location but is empty. 

    I am not familiar with Smart App Control, the link about Exceptions to Anti Virus Programs didn't mention it. I will look into it and reply again once I see what I can find.

    The Smart App Control only does On or Off. I turned it Off and the game now loads.

    Ter590​  Good to know, thanks.  Microsoft will probably fix this soon enough—it was a problem for a few days to maybe a week back in January, and intermittently since then.  So if you want to keep using the feature in general, test it in a couple days and it might not block Sims 4 anymore.
