Game not launching after install on new PC

I just downloaded everything onto my new laptop and now whenever I go to start the game, it never launches. It sits in the task center with 0% activity. I've tried repairing the app and the game - nothing. I just paid money for more DLCs that I would like to actually play, seeing as I cannot find a way to get a refund.

The EA app won't launch my game either. I double click on the Sims 4 game, it acts like it's going to open (minimizing the EA app and briefly adding the SIms 4 to the doc), and then it unminimizes the EA app like nothing happened and the Sims 4 app disappears off my doc. I've trying clearing the cache, reparing the game, closing the EAbackground thing, redownloading the EA app, and speaking to an advisor on the EA app site.
