Game packs bought from EA and Steam don't communicate

In my game I own 14 packs (11 packs bought from Steam and 3 from EA), but when I reinstalled the game from Steam, I only have the 11 packs that I can play. The 3 from EA are there in the game and it says that I own them, but they won't let me install them. I tried to reinstall the game from EA but now I only have the 3 packs but not all of my 14 packs. In my PC files I can't find the files for the packs. I also check on my EA profile and Steam and EA should be communicating.
