Game won't start, uninstall/repair not shown as clickable option

My Sims 4 game currently will not launch, however it also does not give me the option to repair or uninstall the game. I attempted a live chat with EA however was unable to solve the issue.

@kelbutters Could you check on your task manager if Sims 4 is running ? Usually when stuff is greyed out like that it's cause the game is running in the background.
