@neoromanempire Editing Options.ini to force windowed mode should have accomplished the same thing; I'm not sure why that setting wouldn't have held. The -w command line argument overrides the in-game setting, but there's nowhere else the in-game setting would be saved.
At any rate, all of the crashes in your dxdiag are of one component or another of LG's On Screen Control software. There's a newer version (9.35) than your currently installed one (9.28) available, and you can get it here:

But please uninstall it first and test Sims 4 without it present, and only then install the newest version, that is if you want to use it.
Let me know whether the pop-ups go away with the software removed, and if so, whether they return with the newest version installed.
Oh I didn’t even attempt to edit options.ini. I just forced it into windowed mode using the target -w method because that’s an easy way I’ve done before that I already knew how. Okay yeah I’ll download that newer version later.
