@itzfyl  Your post definitely doesn't have too many words in it—more details are almost always better.  Anyway, yes, a laptop with the specs you've listed should run Sims 4, all packs included, on ultra graphics settings.  The other question is what model laptop this is.  Some are better-made than others, and some have features you may like better, for example a nicer screen or quieter fans.

On the other hand, your available options may be limited depending on where you live, i.e. this may be the best performance available for under $1,000 or the equivalent.  If you'd like me to look for other options, just list your country and let me know your budget in your own currency—the exchange rate can fluctuate a bit, so it's easier to have an exact number from you.

If you'd rather just search yourself, it looks like you already have a pretty good idea of what to get.  The specs you've listed are more than good enough: the processor will keep up with the game, 500 GB storage is more than you'll ever use for Sims 4, and 16 GB RAM is twice what you technially need for the game but is very nice to have for multitasking purposes.

As far as desktops go, they do perform better than laptops with equivalent hardware, but not in the smallest form factors.  So if you're really short on space and couldn't fit something like this (not a recommendation, just an example):

    https://skytechgaming.com/product/chronos-mini-intel-core-i3-10100f-nvidia-geforce-gtx-4gb-500gb-ssd-8gb-ram/

Then you'd be better off getting a laptop.  The very smallest desktops are actually more expensive than an equivalent laptop because of how difficult it is to engineer and build a machine like that.

If you have more questions, please feel free to ask.
