Has anyone had this issue where every window in the game becomes blurry, grey, and pixelated? I'm running a GTX 1080FE with ultra settings. . . Why do my windows look so terrible? There is a bright light above the picture and the wall is bright white, yet can hardly see it. . .

With Nvidia, your drivers for sure are up to date. So this is a matter of either the screen resolution or the graphics settings in the game.
Have you tried to lower a bit the lighting settings?

I'm actually out of town dog-sitting, but I brought my 50 pound PC with me. I have it plugged in to an old(er) HDTV from like 2012. I had to mess around with nVidia Control Panel to fix some terrible overscaling issues I was having (just to get the game to launch in full screen without crashing), I could have jacked something up there (I guess), I hope it fixes itself when I get back home and plugged into my monitors.
