[GTW] No build mode at Police station and Hospital

After having a Sim complete the Scientist career I wanted to try out the other new careers. I read somewhere online that people re-furnished the hospital to make for a more streamlined workday for their Doctor Sim. 

However, I don't have a build mode available in the hospital and the police station. The mouse-over brings up the text that build mode is unavailable during the sims' workday. 

Is this true? I could alter the FutureSims Lab in Build mode, even during the workday of the Sim. I'm unsure what is expected behaviour for the game, so I don't know if this is a bug (doesn't look like it.)

I run the Sims 4 via Origin with Get to Work, (no mods) on Windows 8.
