witchywolf931 Open Options.ini, which you can do by double-clicking it; the file should open in Notepad, which is fine. Click ctrl-F and enter fullscreen as the search term. You'll see a few entries, but the one you want is just called fullscreen , no other characters. It will likely be set to 1, meaning On; setting it to 0 will disable fullscreen mode and thereby force windowed mode.

When I had this exact error, it wasn't enough to just change the 'fullscreen' property to 0. I had to change all three properties that included the word 'fullscreen' to 0 and most importantly: you need to save your options.ini file file after you did that, otherwise your changes won't be applied! This then led to my game starting in the smallest unplayable window, but once you get it to load past the start up screen you can go into the game settings and change it back to fullscreen, which should now work. For me this worked and I was able to play after that, so maybe it does for you too! :)
