- Back up your Mac (always recommended when upgrading an operating system)
- Open the App Store from your Applications folder
- Log in with your iCloud/iTunes account
- Type Apple in the search field
- Download and install OS X.

Backup - copy all your documents (music, photos etc.) onto an external hard drive/USB stick or some other peripheral storage device just in case something goes wrong in the install.
You don't have iCloud? Log in with your iTunes ID and password.
When you say Yosemite won't download, what do you mean? Are you getting an error message? How about Lion (OS X 10.7) or Mountain Lion (OS X 10.8) or Mavericks (OS X 10.9)? Without knowing which Mac you have I can't advise as to the operating system you can install. I did ask for this in my original post, but you only provided minimum information - are you on a 2012 iMac or a 2015 13" MacBook Pro etc.?
Are you also running OS X 10.6.8? You need to upgrade if you are.

Go to Purchases in the top of the App Store window. Is the download showing up there? It will be a big download and may take hours depending on your connection speed.
