@csmelch EA customer support can do this, although it might take some convincing. You'd need to assure the support rep that you don't want a refund or exchange and won't change your mind later, that sort of thing.

It would be best to use the live chat option rather than email. If you don't see it, set the location in the lower-right corner of the browser window to U.S. or U.K., or choose a slightly different category of issue. Sims 4 > PC > Manage my account > Find missing game should work, with the live chat option below the email form.
The much simpler option, if you don't need the space, is to disable the packs from loading:
