Sims 4 stuck on legacy edition (v1.115)

No matter what I do, Sims 4 is stick on 1.115.216.1030. 

I am on a brand new Windows 11 PC with more than enough specs.

Here's everything I've tried 

  • Clean uninstall of EA App, Sims 4, and all cache and config files
  • Reinstalled VC++ Runtimes (x64 and x 86)
  • Tried on my original EA account which i have several packs I've purchased
  • Create a new EA account (still downloads 1.115)
  • Installed Sims 4 via steam - installs legacy

My EA Help case (213562070) is stuck and I can't resume it to get help. 

Please can someone help to reset the correct game version to my EA account or to unlink the Legacy edition?

    42854066cd0fff04​  This isn't the Legacy Edition, it's the fully-updated game.  The LE version numbers always ended in .1520 or .1530 (Windows) and .1620 or .1630 (macOS), rather than .1020/.1030 and .1220/.1230, respectively, but otherwise had the same version number.  However, the LE hasn't existed for more than a year now.

    Thank you, that helps. I was told it was because I don't have the Off Grid Trait. Do you know why that might be?
