I still want to play Sims 4 on my new computer
I purchased sims 4 in october and downloaded it online. Now I have purchased a new computer and want to transfer the game so I can play it on the new one. How is this done?

You can just re-download it though Origin with the account you used before.
To transfer your games, make a back up and transfer that to the new computer:
