Idle Sims

I've been coming into an issue where every sim stops doing what they're doing and just idles. I have tried the reset sim cheat but that hasn't worked out. The most frustrating part is that time keeps going by and my stats will continue to drop until something just clicks into place and the game continues. I have tried to verify the integrity of my files and hoped that would work but it does not. Has anybody encountered this issue before? Any ideas on how to fix it?

    DandyMoonSheep  Does this happen with no mods or custom content?  Please test if you haven't already:  Move the entire Sims 4 folder to the desktop and delete localthumbcache.package.  You don't need to save your progress.

    If your main save still has the same issue, please test a new one, in one of the base game worlds, for comparison's sake.
