[IL] Played sim can't enter building on beach lot

Steps: How can we find the bug ourselves? Change a residential lot to a beach lot, build any room, travel there with a sim
What happens when the bug occurs? Played sims are unable to enter or use any rooms built on a converted beach lot; cannot bring walls down or change floors. Water vehicle also disappears when entering buy mode. NPC sims are able to enter and use lot.
What do you expect to see? The played sims entering and using the building created/placed on the beach lot, including any items within; being able to change floors and wall position. Waver vehicle remaining on lot.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I built a small beach hotel themed lot and placed it on a converted residential lot, intending to use it as a beach since I can't have actual hotels or rented properties.  However, when my sim arrived there, he was unable to enter the building at all.  I can't even change floors or lower walls on the lot.  In addition, when I add a water vehicle to complete the beach venue, it disappears when I leave the lot.  NPC sims, however, are able to use the lot, as seen in the screenshot.

The problem persists even when the lot is bulldozed and rebuilt to have only a single empty room with a door....or even a room with no door.
