You might be able to run just the base game on low graphics settings but I don't think you can run all the expansions/packs.
Since the base game is currently free, you can just try how well it works :D
the settings ? Click on the three dots in the upper right corner and go to the graphics settings.
Choose low there.
If that's not it, could you be a bit more specific ?
