I'd be pretty upset if I couldn't play a brand new game. I'm also curious if others have had this issue too.
It should also work if you start the game as administrator. The game should create that folder on the first start, if something is off with the permissions, then it can't create them.
Your other issue might be the same issue. It started cause you moved over the files but since there's something off with the permissions, you can't change the options and screenshots are not saved to the screenshot folder.
Try starting Origin and/or the game as administrator and see if it works then.
