Insufficient funds but i have enough simoleans?

In build mode its saying insufficient funds but i have enough simoleans? i have restarted the game and even gone into live mode but still can't build anything?😠

I had the same issue and I was able to fix it by just evicting the  household and then once I did that I clicked “build” on the lot. Once it takes you to the house the i symbol should be at the top and in order to fix the problem you need to switch lot type from generic to Residential.
