No, that computer is not going to handle TS4 very well at all. Its processor is fine (although not ideal) and it has enough RAM. But it doesn't have a dedicated graphics card. The Intel 620 is weak even by the standards of modern integrated cards, and it wouldn't run all TS4 packs on anything more than the lowest settings. As more packs are added, it might be difficult to get any kind of decent play experience out of this laptop.
Just as important, this is not built to be a gaming computer. It lacks the cooling to run even a moderately demanding game like TS4, which will generate a lot of heat, especially on an overtaxed graphics card. Less immediate but still worth considering is the small amount of storage. 256 GB will get used up quickly, and it doesn't look like there's a way to add a second internal hard drive.
I'm not sure what your budget is, but Samsung lists this model at $1100 U.S. For that price, you could get a laptop that would run all TS4 packs on the highest settings, now and in the future. A touchscreen would be much harder to find, as would a model that folds back to give tablet functionality. But models that do that are almost invariably going to have weak graphics and poor cooling.
