@Lorraine-Simmerhi! Do you use mods or cc? in other saves identical situation? You tried make folder The Sims 4 again?
1. Follow to: My Documents (or just Documents) - Electronic Arts - The Sims 4.
2, Rename the folder. For example The Sims 4 old.
3. Start the game. And check generation japanese
I'm pretty sure that my mods and CC aren't the issue. A while back, I had to remove my mods and reintroduce them one by one to find which one was causing a T-pose/reset issue I had been having. For context, the issue was occurring when eating food from food stalls, especially when sitting down at the picnic tables to eat it. Even with no mods, I immediately saw one or two townies like this. Japanese with platinum blonde hair.

The Asian (name) overflow is a known issue. The blonde part is new to me but I guess it's part of the same issue
There's only this bug report that comes close: http://answers.ea.com/t5/The-Sims-4-Bug-Reports/OPEN-Game-generated-townies-are-all-same-household-structure/td-p/3508877/page/5 but there's been many reports on this happening

Did you see my post above ? It's an known issue really. Not much you can do other than wait until it gets fixed.
You can keep deleting the families you don't want and hope that others spawn.
