lag in build mode when scrolling placing lights, windows, and doors with glass

How often does the bug occur? Every time (100%)
What is your current game version number? I have it updated to latest patch, and have only sims base game and GTW installed.
What expansions, game packs, and stuff packs do you have installed? only base game and GTW
Steps: How can we find the bug ourselves? go in build mode, select a window, door with glass on it, or a light onto your cursor, then scroll your screen around.
What happens when the bug occurs? lag (game slows down), and even shadows around window flickers while you move screen while the item is on cursor, till you place it. and shadow flickers again, and lag returns when picking up another of those items, and moving screen around.
What do you expect to see? game should not slow down, shadow around window should not fast flicker as you move the screen.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
