@X_FloW99 I'm sorry that no one got back to you sooner than now. I've merged your new post with your previous thread just to keep everything in one place.
The first thing to try is playing Sims 4 while completely offline, as in, turn off wifi and/or pull the ethernet cable. This sometimes helps with lag and fps drops, although it's not yet clear why, let alone how to solve it. You can sign into Origin and then put it in offline mode before launching the game.
If that doesn't help, please manually update your graphics card driver. I know you've tried it already, but unless your dxdiag was run beforehand, you didn't get the newest driver. You can download the new one, released August 26, directly from AMD:

You also have a number of Windows update errors. You can manually search for and download updates: click on the Windows icon in the lower left corner of your screen, then select Settings > Update & Security, and allow your system to scan for updates. This doesn't have to include updating to the newest OS build; your current build is still very much supported.
If none of this helps, please run another dxdiag. Your current one doesn't list any errors specific to Sims 4, but maybe a new one will be more revealing.
