Nothing seemed to work so far, I'll just have to get used to stuttering and FPS drops.
@X_FloW99 It might be worth trying a clean boot, just to make sure there's nothing else running that's interfering with the game.

If you're willing to experiment a bit more, you can try running an outside fps tool like RivaTuner Statistics Server. While it usually helps only when the in-game fps limiter doesn't work, or when a graphics card is underpowered, it can sometimes smooth out graphics to a degree. It's also a lightweight app and doesn't do anything unless it's running (so be sure not to close it out after you set it up). You can create a profile just for TS4_64.exe and set the fps limit to whatever you want.
