@Mertsho  Please repair the game: open your game library, right-click on the Sims 4 icon (Origin) or hover over the Sims 4 icon and click the three dots (EA App), and select Repair.  Then, before you try to play, please change these settings in Avast to allow Sims 4 to run.

If that doesn't work, try repairing again after changing the Avast settings.

If that doesn't help either, please let me know whether you're playing through Origin or the EA App.

@Mertsho Use the save file in dxdiag. Then attach the created text (.txt) file to the paper clip in the lower right of the forum response window. Really need the whole thing.

The only way I've been able to fix it is to uninstall the game and reinstall it, but this is the THIRD TIME I've run into this issue. The EA app keeps installing the legacy editon or trying to even though my system is 64 bit. I'm honestly at my wits end. Deleting the legacy files out of the game does nothing, repairing the game does nothing, my antivirus is fine. 

I deleted and reinstalled the game 3 times unfortunately it didn't work, I'm really really  tired of this problem.
