Lieutenant Colonel Can't 'Give Orders' - Daily Tasks

I did a search, but came up with no other issues around this.  Ever since my Sim got promoted to Lieutenant Colonel, he can't do his daily tasks because giving orders isn't doing anything.  Keeps say...

On other non-military Sims.  It used to work like that.  You think I should try the training bot instead?  Great idea!  I'll be back to say if that works, because I have one on the lot.

I started a new Sim in the Military career and am able to do all the tasks at this point.
Still playing the save to let him level up skills and job naturally. {No mods or cheats}
Please let us know if you are still having trouble.
What level did your Sim start the career?
