Live/Build Mode Bug

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.109.207.1020
What expansions, game packs, and stuff packs do you have installed? Expansions packs: High School, Cottage Living, Cats & Dogs, City Living, Get to Work, Get Famous, Island Living, Discover University, Eco Lifestyle. Game packs: Vampires, Realm of Magic, My Wedding Stories, Dream Home Decorator, Parenthood, Dine Out, Spa Day, Outdoor Retreat, StrangerVille, Jungle Adventure, Star Wars: Journey To Batuu. Stuff packs: Moschino, Tiny Living, Laundry Day, Backyard, Toddler, Romantic Garden, Spooky, Luxury Party, Paranormal, Nifty Knitting, Kids Room.
Steps: How can we find the bug ourselves? Enter live mode or build mode.
What happens when the bug occurs? The bug changes depending on the moment. The screen typically stays stuck on the loading screen without the plumbob and bottom text while also showing every icon that is in either Live or Build mode and when I hover over any icon or the Sim itself the text bubble appears, disappears but then stays on the screen unclickable. Sometimes it load and shows me everything correctly for a split second but then bugs again.
What do you expect to see? The correct Live/Build Mode screens.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. It happened after the latest update/patch.

    @Emory_is_my_name  It looks like your graphics chip may have been disabled in the Device Manager.  Please undo that: hit Windows key-X, select the Device Manager, expand Display adapters, and click the Radeon Vega 8 entry.  You should see a green menu button with an arrow on it to enable the device.  Restart your computer after clicking it.

    If you don't see the option, right-click the Radeon Vega 8, select Properties > Driver, and you should see the option to enable the device; restart afterwards.  Once you've done that, install the newest-available driver from AMD:

    Run the installer as an admin: right-click the download and select "Run as administrator."  Restart your computer after installing and before doing anything else.

    If you're not sure what you're looking at, feel free to post screenshots of what you see, and I'll go over the steps in more detail.

    Try the following

    • Close the game
    • Rename Documents\Electronic Arts\The Sims 4 to Documents\Electronic Arts\The Sims 4_Old
    • Repair the game
    • Start the game. All your content will be gone now as the game created a new folder. All your saves/.. is still in the old folder so not to worry. 
    • Start a new save game
    • Check if you still have the error
    • Report back with your results for further steps on how to get your stuff back.

    Unfortunately I've already tried repairing the game and creating a new Sims 4 folder but nothing really changed, the bug is still there.

    Could you post your Computer's DxDiag?

    - Press Windows-Key + R
    - Type: DxDiag
    - Click on Save all Information.
    - Attach the Text File to your post

    @Emory_is_my_name There's some issues with your graphics drivers/card

    I moved this over to tech so you can get proper instructions how to fix it
