Loading screen freezes but audio still plays and app wont close

I have been struggling with this issue for months now and I only recently decided to mess with it again. I cannot get my sims 4 to work, it loads up to the initial blue screen and freezes, but my audio keeps playing. I also can not close the app normally, it will only close if I force close it through task manager. And the only way that I can get my mouse to move to get to the task manager is by turning my computer off and back on until it sends me back to my desk top, which sometimes takes quite a few tries. Every post I've seen on every platform mentions broken mods but I have NONE. It simply will not load. I also have no saved data on the sims and have not gotten to play at all. I have tried deleting/reseting the cache for my EA and sims 4 files, reseting cache for the EA app, force closing all EA app tasks in task manager, repairing the game through EA app, uninstalling and reinstalling both the sims and EA app, updating my graphics driver, and uninstalling and reinstalling my graphics driver. I have enough storage on my device and I have made sure that the sims can be run on my surface pro 7 by using a diagnostic tool, so I know that it is possible I just cannot figure out what the issue is. My sister has the same exact computer that I do and she has had no issues whatsoever. PLEASE helppp!!
