Manage Worlds grayed out

This is the 2nd time this has happened in the past few months.

I can't access Manage Worlds.  It's grayed out.

I deleted that localcache thing. But that doesn't change anything.

Thank you for any help and assistance.

And why are these problems popping up over and over again.  It's very frustrating.
