amanda-amethyst That's odd. I don't think it would be a computer issue, but just in case, would you be willing to provide a dxdiag? If so, click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop. From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.
It's strange I am also having exactly the same issue as amanda-amethyst, I was playing with memory boost but I had to reinstall Windows and after downloading the game again the memory boost option completely dissapeared for me. On some of my old saves from before the new install it still shows (memory boost) so I definitely had it enabled. Attached my dxdiag in case that is useful. Also I am on DX11 and have been since it was introduced.

Memory Boost is a flawed technology that causes slow performance Windows Layer technology and evidence show that automatic HDR10 doesn't work the GPU doesn't function and Smooth Motion technology doesn't work
After disabling the save file technology the Sims will become motionless
