I hope you don't mind me asking a few questions, as I am slightly confused about what you've done 🙂
1. If your EA folder is missing, where is your "Mods" folder stored?
2. If your EA folder is missing, where is your "Sims 4" folder stored?
If your EA folder is missing, than no, your game can't run. For Sims 4 to run, the "Sims 4" folder must be stored within the "EA" folder. Same with mods and cc. They must be stored within the "Mods" folder which is stored within the "Sims 4" folder which is stored within the "EA" folder.
I find it hard to believe that the folder has actually been deleted, maybe just misplaced? When you transfer stuff and mess around with your device's files, there is bound to be something that goes wrong, as they aren't built to be moved around a lot.
If you open Documents and can't find the EA folder, please make sure you're in the local version of Documents, not a secondary one located in OneDrive (or iCloud if you have a Mac).
If you are definitely in the local version of Documents, I have another method you could try.
You may be able to search for the EA folder by typing part of the name in the search box in the Documents library. Right-click the folder if it appears, and then select "Restore previous versions". You'll see a list of available previous versions of the folder.
