Try a Sims 4 factory reset - Move the Sims 4 folder out of the Electronic Arts folder to the desktop. Load the game to create a new Sims 4 folder. This will create a new Mods folder and Resource.cfg file. - It will be as if you just reinstalled the game, so no game saves or cc.
This is okay, with your Sims 4 files safely backed up to the desktop, you can then move over what old files and folders you want. Like your Saves, Option.ini file, Tray folder and the files inside of the Mods folder.

the game is probably using a different folder than you think it is (maybe oneDrive instead of local or the other way round).
You can find out which folder the game is using by following instructions here: https://sims4.crinrict.com/en/2018/07/how-to-find-your-user-folder/
Once you find out which folder it's using, you should be able to find a mods folder there as well.
