I own the dream home decorator pack but unlike all the other packs (I own almost all of them) there is no option to filter out this pack in the build/buy catalog. I have all the objects but there's no icon on them either. I've never had this issue with any of the other packs. Does anyone know how to fix this?

What expansions, game packs, and stuff packs do you have installed? All expansion packs, all game packs except Realm of Magic, Journey to Batuu, and Vampires, all kits except throwback fit, all stuff packs except for Moschino, vintage glamor, bowling night, and paranormal.

What happens when the bug occurs? There is no option to sort by the new Dream Home Decorator Pack. There is no badge that indicates which items are from the new Dream Home Decorator Decorator. The new items are there, but there is no way to sort by the new pack, or identify which items are from the new pack
What do you expect to see? A badge/icon in the upper left hand side of the item that indicates the item belongs to the Dream Home Decorator Pack, and an option to filter results by the Dream Home Decorator pack
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

I don't know if I would call it a bug, but the badge/icon that indicates the items that belong to the Dream Home Decorator is missing. I can't sort by the new pack at all in bb or cas

I have the same problem in my game. I also have no icon for the Courtyard Oasis Kit. Thurthermore the images of these two packs are blue in the pcks section on the main menu.
I repaired my game several times and removed all of my mods but nothing helps.

Try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199
You won't loose anything. Just make sure to not delete any files and make a backup.
After renaming, repair your game by right clicking on the game in Origin.
Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.
The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.

Image_1 is with custom content disabled and Image_2 is with custom content enabled.
Thanks! I had tried repairing the game a few times already but that didn't work. I took out all mods and cc and then repaired the game and it worked! š
