Mods can't be Used or Shown in game. Dec. 2019

No Sims 4 mods want to work with my game. No script mods or normal mods. I went in on Dec. 2019 and all my files were like a new born baby. nothing.... my generations of family's and in the files I found no mods folder so I made 1 and tried putting MC commander in it brand new. nothing . I slowly went through all everyone's recommendations and none have worked so far. I think its my game.  

I know that they are installed correctly in the mods folder. the mods aren't even listed in game. Custom content and script mods are enabled. I have even reinstalled the sims4 and it gave me a mods folder. yet I still can't use MC commander simple mods everyone has or a few others people on YouTube have.  The game still launches without issue, weather I have the mods in or not, but no mods ever come up or work while in the game. 

on a PC. lots of space. don't use CC so don't know about that.
