Mouse and full screen issues Sims 4

How often does the bug occur? Every time (100%)
What expansions, game packs, and stuff packs do you have installed? None
Steps: How can we find the bug ourselves? First time I applied the cheat code 'fullscreen'.
What happens when the bug occurs? whenever I open up the sims 4 it opens up in none full screen mode and when I use the code to put it into full screen mode the mouse is completely unsynced. when in full screen mode it also prevents me from opening up any of my other tabs, for instance when I click my windows button to go to home screen and click on the internet it just opens up my sims 4 tab again. I can only prevent all this by having it off full screen mode which I don't like to play it in.
What do you expect to see? I expect the game to open up in full screen mode as it always has until now. I also expect for the mouse to be synced up (which it is when not on full screen) and to be able to access my other tabs.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No
I removed all the mods but it made no difference, the quality on the sims on my computer has also significantly dropped despite being on the highest setting when on full screen. I'd greatly appreciate any help, thanks.
