Thank you so much! I've solved the problem.
However... now I can't use cheats? I keep entering ctrl + shift + c, yet the bar just wont pop up.

are you having the exact same issues as the original poster or are your issues a bit different.

My issue is kinda of the same but it’s different at the same time! It’ll let me rotate but it won’t rotate correctly like it has before. It’ll rotate it to go back the other way my sims will freak out in CAS & won’t go the other way, etc. Same in Live Mode, it won’t let me rotate correctly without freaking out.
It doesn't work for me either ☹️
