Mouse not working in game

I previously played Sims 3 on my Microsoft Surface Pro 3 just fine, and that game stopped working a while ago. 

I just downloaded the Sims 4 on the same Surface Pro 3 and can open and load the game just fine.

Problem: When I get to the beginning page to start a game my mouse stops working. I cannot move the mouse at all, but I can use my touch screen feature, but must exit the game screen and return for the touch to register in the game. I cannot start a world, create sims, or do anything. 

Other information: I use my mouse connected to my keyboard, my computer software is up to date, and the game is the newest version. 

I have tried deleting and redownloading the game and the EA app, I have downloaded the game both from the EA app and the STEAM app. 

Sims 3 did not work for a different reason that I did not figure out, after working for several months with no problems. 

I do not use mods or CC at all, I only have the base game downloaded.
