@Starelin1986 What exactly did you move to your E drive, and how did you do it? Is there anything left on C, in Documents\Electronic Arts? Please also run a dxdiag and attach it to a post.

A thing a noticed is that Sims 4 folder with mods is in my installation folder now. Thats weird.

It was very long dxdiag, dont know if this can help? Im thinking of reset my computer and c/drive

@Starelin1986 The way you moved your Documents folder seems fine. But there might be something in your Sims 4 user data folder (the one inside Documents\EA) that's slowing down the game. Please rename that folder, e.g. The Sims 4 old, then launch the game, start a new save, and see how it runs.
I'd also like to see the full dxdiag, not just the sections you posted. You can attach the entire file to a post here.

@Starelin1986 You moved the data from a ssd device to a Hybrid device. While a hybrid storage device is faster then a conventional hard drive, there is a big difference between a ssd and a hybrid. That being said there is not enough space on the ssd (C) for the Windows operating system to run at full speed. There are many other things that happen on the system device other then the application game that you are running and 39Gb of space is not enough. The documents folder is user data. Your system is using about 29Gb for the page file (virtual memory) and frame buffer for shared memory on the system device. IMO a 256Gb system device is not big enough for a gaming rig. My recommendation is to upgrade the M.2 NVMe with at least a 480Gb (500Gb). Operating performance may (probably) will become an issue and IMO may (probably) won't get better.

@Starelin1986 I didn't see before that you have a Mods folder inside your Sims 4 install files. That shouldn't be there. Before you do anything else, please delete the folder, then repair the game in Origin: open your game library, right-click on the Sims 4 icon, and select Repair.
You also don't need a new hard drive. Nor are you at the point where you'd need to reset it entirely. If the repair doesn't help, and renaming the Sims 4 folder in Documents\Electronic Arts doesn't help either, please attach the full dxdiag to a reply. There are plenty of other steps you can take that are less drastic than resetting your C drive.
Please also let me know the full path to your Sims 4 user data folder, the one that holds your saves, mods, etc. and that you moved to D. Open a File Explorer window, highlight that folder, then copy the file path and paste it here. The file path will show above the list of files and folders.
