my money wont deduct

i go into my game fine and go into my family but when i click the play button it wont do anything, ive tried fast forwarding and nothing happens but  when i go into build mode my money doesn't deduct or add when i buy/sell things? ive "fixed" my game twice now and its not changed anything im really confused. However the lot i built on before i moved my family over was a retail lot but i changed it to residential which i dont think should change anything? im really hoping someone can help me out because i dont want to reinstall the game and loose all my work.
